Young IRBN jawan dies, family accuse negligence
ITANAGAR, Aug 21: A young IRBN constable identified as Banya Karlo of 4th IRBN D. Company reportedly died in wee hours of August 12, at Tarraso while on the way to Itanagar for treatment.
According to his family members, Late Karlo complained of fever but later died while his comrades were trying to evacuate him on bike for treatment in Itanagar.
Late Karlo was a resident of Durpai Village under Kamku circle of West Siang district. Aggrieved family members under the banner of Nyoi Ao Welfare Society blamed the police authority for its sheer negligence which they alleged caused the death of the personnel.
In a press statement, the society said that the Late Karlo could have been saved had the police department arranged ambulance on time.
Squarely blaming the department for his death, the society demanded the authority to provide compensation to aggrieved family.
State BJP team briefs Arun Jaitley

The team apprised union finance minister about financial health of Arunachal Pradesh. While submitting a representation on the issue, team called for intervention of central government for ensuring financial discipline in the corruption ridden state of Arunachal Pradesh which has been the hallmark of the successive Congress governments. They alleged that development funds released from the central government hardly percolated down to the target populations. Monitoring and Vigilance meeting held
YINGKIONG, Aug 21: The District Level Monitoring and Vigilance Committee was held yesterday under the Chairmanship of Deputy Commissioner Dr. Tariq Thomas.
He urged the DF&CSO and carriage contractors to inform well in advance to the DLMVC members about the time of loading PDS commodities in heavy vehicles so that the committee members can reach the spot to check and inspect the ration commodities.
Earlier, District Level Monitoring and Vigilance Committee has been constituted for affective implementation of public distribution system under Upper Siang District, which will be headed by Deputy Commissioner Dr Tariq Thomas.
The committee members will inspect the SK Oil stock, Rice Stock, Cooperative Lamps and FPS all over the district.
The formation of the committee was necessitated to streamline the public distribution system and check rampant illegal activities and corruption found in the line of public distribution system in the district.

ATA appeals for subsidised JE vaccines
AALO Aug 21: Arunachal Pradesh Teachers’ Association, West Siang Unit in a letter to the District Medical Officer, said that there is a state of restlessness and helplessness in the minds of the student community in 230 schools of the district regarding Japanese Encephalitis.
The Association has called for providing free/ subsidized vaccination to the students and also arrange for fogging operation in and around Aalo Township as precautionary measures. The JE vaccines are available at local pharmacies but every student cannot afford, so it would be a great help if the authority provide subsidized vaccines to the students, it added. DIPRO
Polythene products seized

ZIRO, Aug 21: Apatani Youth Association (AYA), the premier youth organization of Ziro Valley and the district administration along with police force today once again conducted joint surprise inspection at Old Ziro and Hapoli market and seized banned polythene and thermo products like plate, tumblers, carry bags etc from a shop. The District administration had earlier issued ban order on selling of plastic products.
Talking to this correspondent, the AYA president Taku Chatung said that in order to make Ziro Valley clean and green and environmental friendly, we have been taking up this movement seriously for last five months. In spite of that some of the shopkeepers are defying our suggestion and violating the orders of the district administration. However, use of plastic carry bags is becoming very less gradually. With this we could presume people are getting awareness on ill effect of polythene products. Today we have seized polythene carry bags only from a shop which was also not huge,” he added. The erring shopkeeper has been fined on the spot.
While assuring that they will continue to stand against use of banned products, Chatung appealed people of the Valley to cooperate them and the district administration for successful implementation of the orders to make Ziro Valley clean and hygienic. Meeting on claims & objections
PASIGHAT, Aug 21: The meeting on Claims and Objections round of last Socio Economic Caste Census was held yesterday in the office conference hall of the Deputy Commissioner East Siang District.
It was convened by the PD (DRDA) Manik Bui and ADC Mebo, BDOs of all blocks and DRDA officials were present.
Deputy Commissioner who is also the Principal District Socio Economic Caste Census Officer (PDSECCO) Nidhi Srivastava while chairing the meeting, said Government of India commenced the Socio Economic and Caste Census (SECC) 2011 through a comprehensive door to door enumeration for both rural and urban localities across the country. Now there would be Claims and Objections Round throughout the state to ascertain and verify any household left out, correction and modification of particulars required and duplicity in entries of households etc both in Urban & Rural areas.
In first phase seven districts have been chosen and East Siang is one of them, she added.

Teachers let off after warning
AALO, Aug 21: Four teachers in West Siang whose salaries were held up because of non attendance in their work place have reported back to the DDSE with adequate explanations. All the teachers have had health problems according to their respective clarifications.
However, they have been transferred and posted to different schools and directed to join the new place of posting with immediate effect.
The teachers are Mabom Taipodia AT (SSA) Govt. Primary school Lite Mori Gensi, Ebom Gibi AT (SSA) Govt. Upper Primay School Hime Kangku, Mibi Riba, AT (SSA) Govt. Upper Primary School Lipu Likabali and Mini Doke, AT (SSA) Govt. Upper Primary School Hime Kangku.
Their salaries have been released with an advice to be more sincere and punctual in their duties.

New Delhi, Aug 21: The national capital has the dubious distinction of being ahead of the rest of the country in "racial discrimination" against people from the northeast region, a committee has told the Delhi High Court.

The court had earlier expressed anguish over continuing incidents of violence against people from the Northeast despite its orders and had sought a report from the government on the steps taken by it to curb "the menace plaguing the society".
Delhi police had told the court that a Special Police Unit (SPU) has been set up for dealing with such crimes and the SPU has been effective as required actions are being taken promptly.
The court had taken suo motu cognisance of media reports about the death of Tania. The fresh hearing in the PIL is centred on the recent death of a Manipuri youth in south Delhi on July 20 after being assaulted by five persons.
Earlier, the court had issued a slew of directions to ensure the safety and security of people, hailing from northeastern states, here and said the police from those states can be deployed in Delhi to instill faith in the victims.
It had also asked Delhi Police to take preventive measures besides sensitizing the police force towards the need and grievances of people hailing from that region.
Besides recruiting northeastern citizens in police, the bench had also asked it to establish a special unit on the lines of Crime Against Women cell to redress the grievances of persons of that region. PTI
Reconsider budgetary provisions: CM
GUWAHATI, Aug 21: Chief Minister Nabam Tuki has called for a ‘serious thinking’ on
part of the Central Government with regard to the budgetary provisions made exclusively
for the North Eastern states vis-
Speaking at the Conference of Chief Ministers of North Eastern States organized by DoNER Ministry here today, Tuki pointed that on a 90:10 basis, the region will have to contribute Rs 5370 Crore, which would be nearly impossible for most of the North Eastern states to set aside the fund. Rs 53705 Crore has been set aside exclusively for the Northeast region in this year’s Union Budget.
Most of the special category states are facing difficult financial position because of the gap in the NPRDG (Non Plan Revenue Deficit Grant) recommended by the 13th Finance Commission and the actual expenditure. Tuki requested the DoNER Ministry to help the states in this regard.
Speaking on road transport and communications, Tuki proposed East-
He further informed that a comprehensive proposal for the holistic development of the border belt that includes providing basic services for a decent living has been submitted to the Ministry of Home Affairs. Tuki expressed hope that the Union Ministry will take up the proposal on right earnest.
While pointing that assets are being created each year but no provision and planning is made for their maintenance, Tuki said that the net result is a host of public properties languishing in dilapidated condition. He suggested a mechanism to keep adequate fund provision for maintenance works. The Chief Minister also said that upgradation and renewal of existing towns/cities must be taken up on priority. He reiterated his proposal for setting up three smart cities in the state in the prospective locations of Holongi/ Itanagar, Pasighat and Miao/Jairampur. While emphasizing the need to establish premier institutions of learning in the State, he also requested setting up of an Indian Institute of Technology (IIT) at Yachuli, Indian Institute of Management (IIM) at Ziro and an All India Institute of Medical Sciences (AIIMs) at Balijan.
Tuki urged the Centre for inclusion of Arunachal Pradesh as one of the 50 tourism circuits in the country as proposed in the President’s speech to the Joint Session of Parliament recently.

of planning and funding in national mission programmes, it does not match with the
difficult situations prevailing in the State. Therefore, he suggested promotion of
State specific missions based on the strength of the State, which will be more realistic
and achievable. Tuki informed that total fund requirement for Agriculture and allied
sectors in Arunachal Pradesh during 2014-
In order to enhance the scope of the activities being carried out by the state government for skill development and employment generation, Tuki said that the Ministry of DoNER along with NEC may come out with adequate allocation for development of institutional infrastructure for the same. He sought assistance from the Center for establishment of a “Regional Institute of Training of Trainers” and the Enhancement of project cost for Upgradation of ITIs under “Enhancing Skill Development Infrastructure in NE States and Sikkim (ESDI)”.
The Chief Minister also stressed on augmenting SME Sector and Rural Industrialization, Special Schemes for Food Processing Industries Sector and IT & Hardware Manufacturing.

BJP MLAs meet Union Home Minister with list of demands

ITANAGAR, Aug 21: A delegation of nine BJP MLAs from Arunachal Pradesh met Union Minister of Home Rajnath Singh and discussed about various issues related to the state today, informed State BJP Spokesperson and MLA Laisam Simai from New Delhi.
Simai said that the team urged the centre to declare the entire state of Arunachal Pradesh as Border Block State with all the facilities as per the norms.
Currently, though Arunachal Pradesh comes under Border Block State but the facilities are enjoyed by a selected region of the state, he said. The MLAs have proposed to categorize entire state under Border Block State so that all the region sharing international borders benefit the facilities.
The delegation also reminded for the construction of East West Corridor in the foothill areas bordering Assam, Simai said.
The concept of East West Corridor was conceptualized way back in 2007, which was listed in the BJPs Vision 2007 mandate.
The team further called for modernization of state police force.The minister is reported to have accepted all the demands of the MLAs.
Mining deptt. explores ways to maximize revenue collection

meeting which aimed at improving the revenue generation of the department, proper
coordination besides amendment of APMMCR-
Speaking on the occasion, Director Geology and Mining Tassar Talar, emphasized on the need to adopt futuristic approach in maximizing the revenue generation of the department. He strongly advocated to take necessary measures in curbing the illegal mining operations and pilferage of revenue.
Highlighting the fact that his department has been contributing a major share of revenue of the state, he invited constructive suggestions from the AMDOs to make the department one of the leading revenue generators of the state.
The members discussed on the wide range of issues pertaining to the maximization of revenue of the department which could be improved provided proper infrastructure and adequate power like seizing of illegal transportation of minerals within their respective jurisdictions is extended to the field level Officers.

After having details discussions on various issues confronting the officers, the meeting unanimously resolved that existing system of issuing cheques/Bank drafts to the Festival Committees should be replaced by a new system with immediate effect. Instead, a fund of equal amount be placed to all Deputy Commissioners who shall in turn accord sanction as per actual requirement of each Festival Committees. In the existing system, it is difficult to ascertain whether the Festival Committees are actually celebrating festivals or not after receipt of cheques/ Bank draft, therefore, there is scope for misuse, the meeting observed.
The meeting further resolved that all proposals for construction of Community Halls should be invariably recommended by the concerned Deputy Commissioner and the copies of sanction orders of such community halls shall be endorsed to DC, concerned local administrative officer, District Art & Culture Officer enabling them monitor the progress of work. It was decided to request the Secretary Art & Culture to issue an order for obtaining NOC from the concerned Deputy Commissioner by the Executing Agency before release of payment to the contractor.
Despite being district head by nomenclature, the pay scale of DACOs was less than even Horticulture and Agriculture Development Officers, the meeting observed and resolved to move the Govt for enhancement of pay scale of DACOs.

They further demanded provision of Govt vehicles for the DACOs as the nature of duty of the officers requires vehicles to arrange cultural troops from villages in a short notice, inspect projects like community halls etc.

It is the prime objective of the conduct of this workshop and the university will give its all out support for the same.”
The Assistant Advisor of NAAC, Bangalore B S Ponmudiraj who is attending the workshop as a resource person in his short address opined that assessment and accreditation processes of NAAC right from submission of Letter of Intent to the issuance of a certificate of accreditation is a nation building exercise in its true sense. “It is a time to give a relook and reviewing yourself, and in the process we groom ourselves and grow.”
Earlier, the Director of Internal Quality Assurance Cell (IQAC) of RGU Prof. A Mitra, while introducing the workshop highlighted on the NAAC accreditations and its present status across the institutes and colleges of higher learning spread over the state. He pointed out that only six colleges out of the 28 affiliated colleges are accredited so far by NAAC, and felt that steps should be taken to cover all other eligible colleges.
The Workshop Coordinator Prof. RC Parida apprised the gathering that the workshop is a joint initiative of RGU and NAAC under National Quality Renaissance Initiatives of MHRD. He also spoke about the quality and quantity of higher education system in India.

ROING, Aug 21: Reminding the Congress party workers of their true responsibilities, Parliamentary Secretary for Horticulture Mutchu Mithi has said leadership is to serve, not to take control of people's lives.
He said this during the Sadbhavna Diwas organized by the Block Congress Committee (BCC) to commemorate the 70th birth anniversary of former Prime Minister Rajiv Gandhi at Congress Bhawan here on Wednesday.
"Being in power does not mean our ability to control or dictate government officials or the heads of the department. It also does not mean we control people's lives by taking control of their livelihood," said the Parliamentary Secretary.
"Our real responsibility is to help the people; to generate awareness on government's services and schemes, and make people empowered in availing those benefits and rights," he said.
Having completed two months of his leadership, the Parliamentary Secretary said people this time have high expectations and wants to see change. "Change does not mean mere change in leadership, it means bringing better solutions," he said.
He therefore appealed the party leaders to come up with suggestions through which larger good can be achieved, and a difference can be made. The Parliamentary Secretary suggested the party to adopt the slogan of 'Each one, reach everyone,' coined by a party worker.
Earlier addressing the party workers, Rajya Sabha MP Mukut Mithi said the primary importance for a party is to maintain its relation and connection with the people. "If we lose this connection, the party will almost cease to exist," he said.
He advised the party cadres to be realistic when making promises to people. Too many promises may result in disappointment in people, said the MP.
10th District Level Monitoring Committee Meeting held
PASIGHAT, Aug 21: East Siang Deputy Commissioner, Nidhi Srivastava yesterday attended a series of meetings held in the office conference hall yesterday.
While chairing the 10th District Level Monitoring Committee (DLMC) meeting, Srivastava urged the officers, PRI members to attend such meeting to put forward their valuable views, suggestions and problems of their respective department and blocks.
She took stock of the various activities undertaken in the district so as to facilitate smooth execution and monitoring of the projects/schemes.
After threadbare discussion and reviewing the progress reports, the DC emphasized
on maintaining transparency while implementing centrally sponsored schemes and projects
and further asked the implementing agencies to execute all schemes properly and timely.

Newly created Namsai district holds coordination meeting on bifurcation process
NAMSAI, Aug 21: A coordination cum interaction session of all the heads of Govt and semi Govt offices of the district under the chairmanship of R K Sharma, Deputy Commissioner of newly created Namsai district was held here today.
The DC directed all the head of offices to immediately start the process of correspondence with their parent departments for bifurcation of post and posting of District level officers.
“Administration has already started the process, now it was upto the department head to pursue the matter with their concern Departments’ Secretary so that the developmental works for the infant district could be taken up as per specification.”
The DC also discussed various other important issues. He said revenue collection should be everyone’s concern as it directly contributes to the state exchequer. Everyone should be alert and check and report any kind of land encroachment in and around their office, residential quarter premises to the Administration without delay, he added. He said that the foremost duty of the HoDs should be to obtain and manage fund for construction of boundary walls in order to protect Govt land.
Appreciating the team spirit of the Namsai administration, he urged them to carry forward the new District with the same synergy. The officers also put forward their problem of administration as their office jurisdiction was bifurcated into two now with Wakro Circle merging with erstwhile Lohit district.

CCLAPF urges Capital DC to issue land documents
ITANAGAR, Aug 21: Continuing its effort to work out a logical solution to the contentious land occupation and allotment imbroglio of the Capital Complex, a team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) headed by its Chairman Takam Dari Sojik today called on the Deputy Commissioner Capital Complex.
The CCLAPF team requested the DC to immediately start issuing the necessary land documents of the Capital dwellers like Mortgage Certificate, LPC, Allotment Certificates, etc saying that the capital dwellers are unnecessarily forced to suffer due to the want of above documents.
“The concerned Land Allotment Board had already accorded due approval to many applicants earlier and the DC Capital was only required to issue the Land Allotment Pass Books to them. However, during the incumbency of Sanjay Goel as DC Capital, issuance of above land documents were put on blanket ban in defiance of even the decisions taken on the meetings of the concerned Land Allotment Board,” the CCLAPF said.
The team also requested the DC to exercise restraint in mass eviction drive in capital complex till the government is able to come out with some logical, acceptable and permanent solution to this vexed issue. The team, however, also informed that all its members have already been instructed to maintain status quo in respect of fresh encroachments. The team also expressed its willingness to cooperate with the district administration in identifying any fresh encroachment cases, if ever asked to do so.
After giving a patient hearing, the CCLAPF said, the DC Capital informed the visiting team that the necessary procedures for issuing the above said land documents to the citizen have already been initiated for the genuine applicants after observing all the codal formalities.

LDCs / SKs Associations of Arunachal Pradesh have been demanding pay hike from Rs.1900 to Rs. 2400/.
Chief Minister of Arunachal Pradesh had taken note of our grievances during a visit to Khonsa in 2013 and had assured to place our demand before the cabinet.
He has been nominated for a second term to the top post but our demands have not been fulfilled.
We also hope that the concerned departments will set up Departmental Promotion Committee.

Help the rain affected villages
Dear Editor,
During the torrential rainfall on Aug 12-
Many houses were destroyed due to land slide and cultivated land of the villagers washed away because of flood caused by the nearby rivers. Now, the village people are facing lots of problem as they are without food and shelter.
I urge the concern authority and Government of Arunachal Pradesh to take immediate necessary action for the affected people.

Dear Editor,
Through your esteemed daily, I would like to express my grievances because of the rising transportation cost.
It is very surprising to know that even though the diesel price were up by only about 00.50 paisa recently, the fare of Trekker (Tata sumo) services between Ganga market to District Central jail, Jollang, has seen an increase of Rs 10 compared to last year. Now it is Rs 30 per person, for a distance of five kilometres.
Therefore, I request the Transport Association, Capital Complex district administration and the political representative to please control the raising price of vehicle fare and frame proper rule and regulation for the vehicle owners.
Sometime we don’t have enough money to pay our fare, forcing us to miss our lectures.
The college authority refuses to believe that low attendance is because we are unable to pay the fare.
Lastly, this is a humble request to the concern authority to look into the matter for betterment of student’s community.

Who are the project affected people?
Dear Editor,
Through your esteemed daily, I would like to put forward few lines regarding Pemashelpu hydro project.
Through your paper on 13thAuguest 2014, we came to know that the public hearing of 81 MW hydro project was recently conducted at Mechukha and project affected family participated.
But my question is who are the project effected?
Is it the people living downstream of the project or few selected family?
Is the project beneficial for the people of Mechukha in particular and state as a whole or just a select few?
I am not protesting against construction of any dam but I am just sharing my personal view and knowledge about the particular dam site.
The river passes through almost all of the villages of Mechukha including Shey-
Few optimistic are of the opinion that it will generate employment opportunities for unemployed youth and income for many others.
The villagers do feel the impact where there is heavy rain. Will it resist the dam water? In the Reader’s Forum of 2 August it was written that American society of civil engineering states 50 years as typical lifespan of a dam.
If it’s true than what will happen after company leave this area? Who will dismantle this dam after it’s outdated?
If any unfortunate incident happens, everybody will be a victim. There is no chance for animal as well as human to survive. Everybody will be washed out.
We should estimate whether it is going to be beneficial for the people on the long run. What is the meaning of accumulating huge amount if our survival is threatened?
