ASKA players bag 8 medals in Independence Cup Championship

ITANAGAR, Aug 21: Karate players from Arunachal Shito-Ryu Karate Do Association (ASKA) have won eight medals—one gold, one silver and six bronze—in the 10th All India Shito-Ryu Karate-Do Independence Cup Championship held at Talkotara Indoor Stadium, New Delhi on August 16 and 17.

Hagesha Taflop bagged the lone gold medal in Boys below 6o kg weight category in Kumite and Biri Moni won the silver in Girls below 45 kg weight category in Kumite.

Talom Tadap, Denish Pegu, Charu Kayum, Sartam Yakio, Neelam Talo and Kakap Tajo won a bronze medal apiece in their respective weight and age categories in Kumite, informed ASKA president Dr. Marli Ete.

 

ABK, Donggin, Moying wins their match on TTMVBT

ITANAGAR, Aug 21: ABK team beat President VI by 25-21, 25-20 in the second day of Tamulang Taloh Memorial Volley Ball Tournament at Solung-Mopin ground, Itanagar today.

In the second match, Regam Dité Yameng lost to Donggin team by 7-25, 14-25.

In the 3rd match, defending champion Moying Raseng beat Secretary XI by 25-11, 25-12.

On August 22, Podi Barbi vrs President VI, Solung UFC vrs ABK, Secretary XI vrs Regam Dité Yameng.

Apart from Volley Ball, the Solung Carrom tournament will also starts on August 22 at same venue.

 

Young IRBN jawan dies, family accuse negligence

ITANAGAR, Aug 21: A young IRBN constable identified as Banya Karlo of 4th IRBN D. Company reportedly died in wee hours of August 12, at Tarraso while on the way to Itanagar for treatment.

According to his family members, Late Karlo complained of fever but later died while his comrades were trying to evacuate him on bike for treatment in Itanagar.  

Late Karlo was a resident of Durpai Village under Kamku circle of West Siang district. Aggrieved family members under the banner of Nyoi Ao Welfare Society blamed the police authority for its sheer negligence which they alleged caused the death of the personnel.

In a press statement, the society said that the Late Karlo could have been saved had the police department arranged ambulance on time.

Squarely blaming the department for his death, the society demanded the authority to provide compensation to aggrieved family.

 

State BJP team briefs Arun Jaitley

ITANAGAR, Aug 21: Team of Arunachal Pradesh BJP headed by state President Tai Tagak and leader of opposition Tamiyo Taga (MLA) accompanied by former MP Tapir Gao, State Vice President Tayek Goi State General Secretary, Dominic Tadar and State President BJP ST Morcha Arunachal Pradesh Tadar Akap yesterday met the Union Minister of Finance, Corporate Affairs and Defense Arun Jaitley at his New Delhi office.

 The team apprised union finance minister about financial health of Arunachal Pradesh. While submitting a representation on the issue, team called for intervention of central government for ensuring financial discipline in the corruption ridden state of Arunachal Pradesh which has been the hallmark of the successive Congress governments. They alleged that development funds released from the central government hardly percolated down to the target populations. The Union Minister gave patience hearing and assured appropriate action on merit case, the BJP claimed.

 

Funds for JNV Seppa assured

SEPPA, Aug 21: The parliamentary Secretary Tax & Excise Tapuk Taku visited Jawahar Navodaya Vidyalaya, Seppa on August 19 last  and assured to provide fund from MLALAD for boundary wall of the School which was damaged at various point due the incessant rains.

Capital DC visits OWA establishments

ITANAGAR, Aug 21: Capital Complex Deputy Commissioner Mige Kamki today visited Residential Primary School, Papunalla, Residential Secondary School Naharlagun, Short stay home, orphanage center, and Vocational center being run by the Oju Welfare Association (OWA) and took stock of the problems faced by the organization in running the establishments.

Expressing satisfaction over the role of OWA, the DC said ‘OWA is one of the pioneer organizations, which is rendering various welfare activities for orphans, needy, destitute women and children and above all serving the oppressed irrespective of caste, creed and community.

He also appreciated OWA Chairperson Binny Yanga and her subordinate staff for their selfless service to the society.  The DC promised to help the organization at his best. He was mesmerized by the cultural programme presented by the students of OMS.

 

BME camp starts at Naharlagun

ITANAGAR, Aug 21: The Bio-Metric Enrolment (BME) under National Population Register Camp in respect of Naharlagun Census Charge began on August  19 at IMC Office, Naharlagun, which will continue till 22nd September, 2014.

Mige Kamki, Deputy Commissioner, Itanagar Capital Complex appealed to all the usual residents of Naharlagun Census Charge to enroll themselves under BME during the camp. He exhorted the enumerators & supervisors to discharge their assigned duties with utmost sincerity.

During the camp, Know Your Resident (KYR) forms will be provided to the enumerators who should distribute this to all households. The location, date and time of camps shall be written on the intimation slip which is also being distributed along-with the KYR forms. All usual residents of an Enumeration Blocks (EB, created for the purpose of NPR) may fill up a fresh NPR form, which shall be made available at the BME camp and the filled-in NPR form shall be received by the camp In-charge. BME of such households shall be covered in the 2nd round, as and when notified by Government.

Earlier, training of BME was imparted to the enumerators & supervisors on 13th August. The training was imparted by Ms. Bonduri Sohtun, Deputy Director, Department of Census Operations, AP, Shillong. CMEO, Bokar Basar who attended the training exhorted the enumerators & supervisors to carry out their duties wholeheartedly.

 

 

Arunachal gets award for devolution of power to panchayats

ITANAGAR, Aug 21: Arunachal Pradesh has been chosen for national award for devolution of powers to the three-tier panchayati raj system under the Rajiv Gandhi Panchayat Sashastikaran Abhiyan (RGPSA) for the years 2013 and 2014.

The Union Ministry of Panchayat Raj, RGPSA division announced the award amounting to Rs 1 crore each for five states, namely Maharashtra (first), Kerala (second), Karnataka (third), Andhra Pradesh (fourth) and Arunachal (fifth), an official release said here on Thursday.

The process was initiated by Chief Minister Nabam Tuki in February 2013 by delegating functions of 25 of the 29 departments to the panchayats.

"This is in tune with the party's commitment to the masses to fulfill former prime minister Rajiv Gandhi's dream to hand over power to the people to for self-governance and speedy development," APCC President Padi Richo said, adding this is the beginning and many more promises made would be fulfilled accordingly. Arunachal Pradesh Panchayati Raj Coordination Committee Secretary General Sangha Tagik lauded the CM for his initiative.  PTI

 

Awareness camp on fish farming

YINGKIONG, Aug 21: The department of Fishery Development Upper Siang District organised an awareness programme on Fish farming at the Office of District Fishery Development Officer, Yingkiong yesterday.

The department distributed fingerlings to 50 beneficiaries of different villages under Yingkiong Sub-Division on the occasion.

DIPRO Onyok Pertin advised the beneficiaries to nurture the fingerlings and expand their fishery activities in the district on large scale for commercial purposes and economic benefits

Monitoring and Vigilance meeting held

YINGKIONG, Aug 21: The District Level Monitoring and Vigilance Committee was held yesterday under the Chairmanship of Deputy Commissioner Dr. Tariq Thomas.

He urged the DF&CSO and carriage contractors to inform well in advance to the DLMVC members about the time of loading PDS commodities in heavy vehicles so that the committee members can reach the spot to check and inspect the ration commodities.

Earlier, District Level Monitoring and Vigilance Committee has been constituted for affective implementation of public distribution system under Upper Siang District, which will be headed by Deputy Commissioner Dr Tariq Thomas.

The committee members will inspect the SK Oil stock, Rice Stock, Cooperative Lamps and FPS all over the district.

The formation of the committee was necessitated to streamline the public distribution system and check rampant illegal activities and corruption found in the line of public distribution system in the district.

Coordination meeting held

SEPPA, Aug 21: A coordination meeting was held yesterday at Seppa to discuss about PDS and other developmental issues of Chayangtajo Sub-division by the PDS contractors, FPS holders and PRI members and the administration.

ZPM Lama Bagang, while reading out the resolutions of the meeting said that the house suggested lifting of PDS items up to Chayangtajo instead of dropping at Seppa.

It was also decided that FPS holders will install sign board and construct proper Godown. Availability of FPS items will be monitored by administration, Inspector Supply & PRI members. It was also resolved that violation of the above by the PDS carriage nominee shall invite action as per rules.

On developmental front, Bagang submitted six points memorandum to DC which included posting of two doctors at CHC Chayangtajo, enquiry of monitoring committee on delay of Seppa-Chayangtajo Road under NEC scheme and Bus service from Seppa to Chayangtajo. DIPRO

 

AKKSDU seeks order in residential schools

ITANAGAR, Aug 21: The All Kurung Kumey District Students’ Union (AKKDSU) has sought order and regulation in various residential schools of Kurung Kumey district.

In its letter written to the DDSE cum DPO of the district, it asked for advertisements in print media for appointments of teaching and non teaching staffs and to conduct written examination & viva-voce for appointments.

Also pointing out that no political pressure should be entertained for appointments; it further threatened to launch democratic movement against the department if the laid down points are not followed.

 

ATA appeals for subsidised JE vaccines

AALO Aug 21: Arunachal Pradesh Teachers’ Association, West Siang Unit in a letter to the District Medical Officer, said that  there is a state of restlessness and helplessness in the minds of the student community in 230 schools of the district regarding Japanese Encephalitis.

The Association has called for providing free/ subsidized vaccination to the students and also arrange for fogging operation in and around Aalo Township as precautionary measures. The JE vaccines are available at local pharmacies but every student cannot afford, so it would be a great help if the authority provide subsidized vaccines to the students, it added. DIPRO

 

Polythene products seized

ZIRO, Aug 21: Apatani Youth Association (AYA), the premier youth organization of Ziro Valley and the district administration along with police force today once again conducted joint surprise inspection at Old Ziro and Hapoli market and seized banned polythene and thermo products like plate, tumblers, carry bags etc from a shop.  The District administration had earlier issued ban order on selling of plastic products.

Talking to this correspondent, the AYA president Taku Chatung said that in order to make Ziro Valley clean and green and environmental friendly, we have been taking up this movement seriously for last five months. In spite of that some of the shopkeepers are defying our suggestion and violating the orders of the district administration. However, use of plastic carry bags is becoming very less gradually. With this we could presume people are getting awareness on ill effect of polythene products.  Today we have seized polythene carry bags only from a shop which was also not huge,” he added. The erring shopkeeper has been fined on the spot.

While assuring that they will continue to stand against use of banned products, Chatung appealed people of the Valley to cooperate them and the district administration for successful implementation of the orders to make Ziro Valley clean and hygienic. Meeting on claims & objections

PASIGHAT, Aug 21: The meeting on Claims and Objections round of last Socio Economic Caste Census was held yesterday in the office conference hall of the Deputy Commissioner East Siang District.

It was convened by the PD (DRDA) Manik Bui and ADC Mebo, BDOs of all blocks and DRDA officials were present.

Deputy Commissioner who is also the Principal District Socio Economic Caste Census Officer (PDSECCO) Nidhi Srivastava while chairing the meeting, said Government of India commenced the Socio Economic and Caste Census (SECC) 2011 through a comprehensive door to door enumeration for both rural and urban localities across the country. Now there would be Claims and Objections Round throughout the state to ascertain and verify any household left out, correction and modification of particulars required and duplicity in entries of households etc both in Urban & Rural areas.

In first phase seven districts have been chosen and East Siang is one of them, she added.

Srivastava while instructing the nodal officer (PD, DRDA) to organize a workshop to update the designated officers, informed that district would be considered as a ‘Unit’ and ADCs as ‘Appellant Authority’ and EACs/COs as Disposing Officers would be appointed by her to conduct the entire process smoothly and error-free.

She stressed on appropriate publicity with help of media to generate public awareness and publish the fixture in local dailies for public convenience.

She also urged to display the “Draft List Publication” in Gram Sabha within September and further added that during the period after draft publication, the claims and objections should reach the officers authorized to receive them within the prescribed period. DIPRO

 

Jamuna Bini conferred Vishisht Sahitya Samman

ITANAGAR, Aug 21: Arunchal Pradesh Literary Society assistant general secretary Dr Jamuna Bini has been conferred Vishisht Sahitya Samman-2014 by Rashtriya Kavi Sangam, Assam for her creative writing in Hindi language.

Jamuna, assistant professor of Hindi in Rajiv Gandhi University was honoured at  Guwahati on  August 18 last at a function presided over by former Assam Sahitya Sabha president Kanak Sen Deka. Other poets those who were awarded are Nilim Kumar, Harkirat Heer of Guwahati, Snehlata Rai of Darjeeling, Dr Anita Panda of Meghalaya.

Congratulating Jamuna for the honour, APLS president Y D Thongchi, said that she has been showcasing the rich literature of the North East India, particularly Arunachal at various national events on behalf of APLS. However, this is the tip of the iceberg and time would prove that this tribal state is a literature repository of the nation.

This has encouraged me to continue my literature pursuit with more vigour, of course with the support of APLS, Jamuna added.

 

Teachers let off after warning

AALO, Aug 21: Four teachers in West Siang whose salaries were held up because of non attendance in their work place have reported back to the DDSE with adequate explanations. All the teachers have had health problems according to their respective clarifications.

However, they have been transferred and posted to different schools and directed to join the new place of posting with immediate effect.

The teachers are Mabom Taipodia AT (SSA) Govt. Primary school Lite Mori Gensi, Ebom Gibi AT (SSA) Govt. Upper Primay School Hime Kangku, Mibi Riba, AT (SSA) Govt. Upper Primary School Lipu Likabali and Mini Doke, AT (SSA) Govt. Upper Primary School Hime Kangku.  

Their salaries have been released with an advice to be more sincere and punctual in their duties.

Continued absence from duties will invite termination order from job without further notice, said DDSE. DIPRO

Delhi tops in discrimination against NE people: panel to HC

New Delhi, Aug 21: The national capital has the dubious distinction of being ahead of the rest of the country in "racial discrimination" against people from the northeast region, a committee has told the Delhi High Court.

Taking a grim view of the report of the 11-member panel, headed by M P Bezbaruah, a bench, headed by Chief Justice G Rohini, asked the Union Home Ministry to file an action taken report (ATR) on or before September 10, the next date of hearing.

The committee, which had submitted its 80-page report to the Ministry in July, was set up after 19-year-old Arunachal Pradesh student Nido Tania was killed in an alleged racial attack in Lajpat Nagare locality here earlier this year.

As per the report, over two lakh people have migrated to Delhi from northeastern states between 2005 and 2013 and about 86 per cent of them have faced some form of racial discrimination.

However, people from the Northeast faced more problems in Delhi as compared to other metros like Mumbai, Hyderabad, Chennai and Kolkata, the report said.

It also said over two-thirds of women from the Northeast have reported that they faced discrimination or harassment in Delhi.

The panel said that apart from the language and communication difficulties faced by them, the "Mongoloid" appearance of people from Northeast also "accentuates" their problems.

It has suggested several long and short-term measures to tackle the issue after consulting various ministries and departments.

One of the suggestions said serious legal reform was necessary by changing the IPC to make racial discrimination an offence and introducing special police units and fast track courts for trying hate crimes.

The committee has also suggested NCERT introduce certain aspects of the "Northeast ethos" into the curriculum to "integrate each aspect of the region into the consciousness of the people outside."

Resources of the Information and Broadcasting ministry could also be used to create awareness about this issue, the report has said.

The court had earlier expressed anguish over continuing incidents of violence against people from the Northeast despite its orders and had sought a report from the government on the steps taken by it to curb "the menace plaguing the society".

Delhi police had told the court that a Special Police Unit (SPU) has been set up for dealing with such crimes and the SPU has been effective as required actions are being taken promptly.

The court had taken suo motu cognisance of media reports about the death of Tania. The fresh hearing in the PIL is centred on the recent death of a Manipuri youth in south Delhi on July 20 after being assaulted by five persons.

Earlier, the court had issued a slew of directions to ensure the safety and security of people, hailing from northeastern states, here and said the police from those states can be deployed in Delhi to instill faith in the victims.

It had also asked Delhi Police to take preventive measures besides sensitizing the police force towards the need and grievances of people hailing from that region.

Besides recruiting northeastern citizens in police, the bench had also asked it to establish a special unit on the lines of Crime Against Women cell to redress the grievances of persons of that region. PTI

 

 

Reconsider budgetary provisions: CM

GUWAHATI, Aug 21: Chief Minister Nabam Tuki has called for a ‘serious thinking’ on part of the Central Government with regard to the budgetary provisions made exclusively for the North Eastern states vis-à-vis the 90:10 Center-State basis.

Speaking at the Conference of Chief Ministers of North Eastern States organized by DoNER Ministry here today, Tuki pointed that on a 90:10 basis, the region will have to contribute Rs 5370 Crore, which would be nearly impossible for most of the North Eastern states to set aside the fund. Rs 53705 Crore has been set aside exclusively for the Northeast region in this year’s Union Budget.

Most of the special category states are facing difficult financial position because of the gap in the NPRDG (Non Plan Revenue Deficit Grant) recommended by the 13th Finance Commission and the actual expenditure. Tuki requested the DoNER Ministry to help the states in this regard.

Speaking on road transport and  communications, Tuki proposed East-West Industrial Corridor Highway from Bhairabkund in the west to Ruksin in the East and a Hinterland Highway connecting Mago (Tawang) in the west to Vijayanagar (Changlang). Further, he said that 11 important road projects critical for the development of hydropower projects with a projected cost of Rs 679.00 Crore may be considered for sanction. He also said that as part of the Look East Policy, the Stillwell Road from Pangsau Pass and the Indo- Bhutan Road via Dongsengmang may be made operational on priority.

He further informed that a comprehensive proposal for the holistic development of the border belt that includes providing basic services for a decent living has been submitted to the Ministry of Home Affairs. Tuki expressed hope that the Union Ministry will take up the proposal on right earnest.

While pointing that assets are being created each year but no provision and planning is made for their maintenance, Tuki said that the net result is a host of public properties languishing in dilapidated condition. He suggested a mechanism to keep adequate fund provision for maintenance works.  The Chief Minister also said that upgradation and renewal of existing towns/cities must be taken up on priority. He reiterated his proposal for setting up three smart cities in the state in the prospective locations of Holongi/ Itanagar, Pasighat and Miao/Jairampur. While emphasizing the need to establish premier institutions of learning in the State, he also requested setting up of an Indian Institute of Technology (IIT) at Yachuli, Indian Institute of Management (IIM) at Ziro and an All India Institute of Medical Sciences (AIIMs) at Balijan.

Tuki urged the Centre for inclusion of Arunachal Pradesh as one of the 50 tourism circuits in the country as proposed in the President’s speech to the Joint Session of Parliament recently.

In agriculture and allied sectors Tuki explained that due to generalized pattern of planning and funding in national mission programmes, it does not match with the difficult situations prevailing in the State. Therefore, he suggested promotion of State specific missions based on the strength of the State, which will be more realistic and achievable. Tuki informed that total fund requirement for Agriculture and allied sectors in Arunachal Pradesh during 2014-15 is Rs. 295.00 Crores.

In order to enhance the scope of the activities being carried out by the state government for skill development and employment generation, Tuki said that the Ministry of DoNER along with NEC may come out with adequate allocation for development of institutional infrastructure for the same. He sought assistance from the Center for establishment of a “Regional Institute of Training of Trainers” and the Enhancement of project cost for Upgradation of ITIs under “Enhancing Skill Development Infrastructure in NE States and Sikkim (ESDI)”.

The Chief Minister also stressed on augmenting SME Sector and Rural Industrialization, Special Schemes for Food Processing Industries Sector and IT & Hardware Manufacturing.

The Conference to decide a roadmap for development of the region was attended by DoNER Minister Gen Dr. V.K Singh, union ministers, Chief Ministers of the North Eastern States and senior officials of both central and state governments.(CM Media Cell)

 

 

BJP MLAs meet Union Home  Minister with list of demands

ITANAGAR, Aug 21: A delegation of nine BJP MLAs from Arunachal Pradesh met Union Minister of Home Rajnath Singh and discussed about various issues related to the state today, informed State BJP Spokesperson  and MLA Laisam Simai from New Delhi.

Simai said that the team urged the centre to declare the entire state of Arunachal Pradesh as Border Block State with all the facilities as per the norms.

Currently, though Arunachal Pradesh comes under Border Block State but the facilities are enjoyed by a selected region of the state, he said. The MLAs have proposed to categorize entire state under Border Block State so that all the region sharing international borders benefit the facilities.

The delegation also reminded for the construction of East West Corridor in the foothill areas bordering Assam, Simai said.

The concept of East West Corridor was conceptualized way back in 2007, which was listed in the BJPs Vision 2007 mandate.

The team further called for modernization of state police force.The minister is reported to have accepted all the demands of the MLAs.

 

 

Mining deptt. explores ways to maximize revenue collection

ITANAGAR, Aug 21: The two days coordination meeting of the geology and mining department, GoAP concluded yesterday at ATI, Naharlagun with a  positive note. All the Assistant Mineral Development Officers (AMDOs) of various districts of the state attended the meeting which aimed at improving the revenue generation of the department, proper coordination besides amendment of APMMCR-2002, delegation of powers to AMDOs, etc.

Speaking on the occasion, Director Geology and Mining Tassar Talar, emphasized on the need to adopt futuristic approach in maximizing the revenue generation of the department. He strongly advocated to take necessary measures in curbing the illegal mining operations and pilferage of revenue.

Highlighting the fact that his department has been contributing a major share of revenue of the state, he invited constructive suggestions from the AMDOs to make the department one of the leading revenue generators of the state.

The members discussed on the wide range of issues pertaining to the maximization of revenue of the department which could be improved provided proper infrastructure and adequate power like seizing of illegal transportation of minerals within their respective jurisdictions is extended to the field level Officers.

Phuntso Tashi, AMDO (HQ), the coordinator of the meeting while briefing about the recommendations of the National Green Tribunal added that immediate and urgent review of Arunachal Minor Mineral Concessions Rule (APMMCR)-2002 is required to be made befitting the present scenario. Earlier, Pradeep Dutta incharge AO highlighted the purpose of the meeting, according to an official release.

 

 

DACOs demand pay enhancement, provisions for vehicles

ITANAGAR, Aug 21: The District Art and Culture Officers (DACOs) and Socio-Cultural Organizers (SCOs) in its coordination meeting held at Naharlagun today unanimously appealed to the state Govt to decentralize the fund meant for festival celebrations, enhance pay scale of DACO and re-designate post of SCO to assistant District Art & Culture Officer. The objective of the meeting was to know the problems being faced by the DACOs and SCOs working in different Districts of Arunachal Pradesh.

After having details discussions on various issues confronting the officers, the meeting unanimously resolved that existing system of issuing cheques/Bank drafts to the Festival Committees should be replaced by a new system with immediate effect. Instead, a fund of equal amount be placed to all Deputy Commissioners who shall in turn accord sanction as per actual requirement of each Festival Committees. In the existing system, it is difficult to ascertain whether the Festival Committees are actually celebrating festivals or not after receipt of cheques/ Bank draft, therefore, there is scope for misuse, the meeting observed.

The meeting further resolved that all proposals for construction of Community Halls should be invariably recommended by the concerned Deputy Commissioner and the copies of sanction orders of such community halls shall be endorsed to DC, concerned local administrative officer, District Art & Culture Officer enabling them monitor the progress of work. It was decided to request the Secretary Art & Culture to issue an order for obtaining NOC from the concerned Deputy Commissioner by the Executing Agency before release of payment to the contractor.

Despite being district head by nomenclature, the pay scale of DACOs was less than even Horticulture and Agriculture Development Officers, the meeting observed and resolved to move the Govt for enhancement of pay scale of DACOs.

Demanding re-designation of post of SCO to Assistant District Art & Culture Officer, the meeting resolved that since the Art and Culture and the Social Welfare  Departments are no longer under same directorate, the designation SCO is redundant for Art & Culture. Therefore, it urged the government for re-designation SCO as Assistant District Art & Culture Officer.

They further demanded provision of Govt vehicles for the DACOs as the nature of duty of the officers requires vehicles to arrange cultural troops from villages in a short notice, inspect projects like community halls etc.

R. Ronya, Director Art and Culture, who presided over the meeting advised the officers to work with utmost sincerity within given resources. He said that it is very easy to tell problems but finding solution is tough as the demands pertain to fund. He also explained the duties of DACOs by saying that they should promote traditional culture of Arunachal Pradesh. VC calls for retrospection for improvement in education system

ITANAGAR, Aug 21: A one-day workshop on ‘NAAC process for assessment and accreditation of affiliated colleges under RGU” was organized today at the Rajiv Gandhi University in collaboration with National Assessment and Accreditation Council (NAAC), Bangalore.

Inaugurating the workshop Prof. Tamo Mibang, the Vice-Chancellor of RGU was optimistic that the workshop would set a benchmark for all the participating colleges which will be beneficial in quality enhancement.  He said it is high time to retrospect to see the good and grey areas in the education system, which need improvement and moulding.

Raising the big question, that, why none of the Indian Universities finds a place in the top two hundred universities of the world, he reasoned that, maintaining the ratio of good quality faculty and student is a problem in our country. “We need to provide good and quality facilities in our libraries, and avoid turning the university campuses into epicentres of politics.” He further said “in India the Gross Enrolment Ratio in higher education is one of the lowest at 18% only, and when we see of Arunachal Pradesh it is below the national average at 15%.”

“It is high time that we retrospect and introspect ourselves and strive forward and the step towards getting all the affiliated colleges under RGU assessed and accredited by NAAC. It is the prime objective of the conduct of this workshop and the university will give its all out support for the same.”

The Assistant Advisor of NAAC, Bangalore B S Ponmudiraj who is attending the workshop as a resource person in his short address opined that assessment and accreditation processes of NAAC right from submission of Letter of Intent to the issuance of a certificate of accreditation is a nation building exercise in its true sense. “It is a time to give a relook and reviewing yourself, and in the process we groom ourselves and grow.”

Earlier, the Director of Internal Quality Assurance Cell (IQAC) of RGU Prof. A Mitra, while introducing the workshop highlighted on the NAAC accreditations and its present status across the institutes and colleges of higher learning spread over the state. He pointed out that only six colleges out of the 28 affiliated colleges are accredited so far by NAAC, and felt that steps should be taken to cover all other eligible colleges.

The Workshop Coordinator Prof. RC Parida apprised the gathering that the workshop is a joint initiative of RGU and NAAC under National Quality Renaissance Initiatives of MHRD. He also spoke about the quality and quantity of higher education system in India.

Among others Registrar of RGU Professor Rachob Taba, Dean of Education Prof. JC Soni, deputy registrars Dr. David Pertin and Kurian Thomas, various heads of the departments, faculty members, research scholars and staffs attended the inaugural function.

The day-long workshop was attended by principals and their representatives from various RGU affiliated government and private colleges of the state and faculty members and officers of the university. Many issues pertaining to assessment and accreditation of higher education institutions raised by the participants were addressed by the expert advisor from NAAC during the two brainstorming technical sessions, according to an official release.

 

 

Workshop on Forest wildlife and ecotourism

ITANAGAR, Aug 21: A four-day workshop on Forest Wildlife and Ecotourism: Opportunity and Challenges began at New Seminar Hall, NERIST today. The workshop is being organized jointly by the Department of Forestry, NERIST and Indian Institute of Forest Management (IIFM), Bhopal and attended by academicians, tourism and forest officers/officials, VFMC chairmen, representatives from SFRI, RGU and research scholars from different parts of the state.

Initiating the workshop, Prof. K K Jha, Programme Director, Bhopal made a brief presentation on the activities of IIFM including training, cross fertilization of ideas, courses, opportunity and research studies. He also emphasized on collaboration with Forestry and other allied department of the state. In the IIFM, thin population of Arunachal Pradesh needs to be promoted for skill development and better employment opportunities, he said.

Prof. AK Dharni from IIFM delivered on the role of society on forest resources, conservation and sustainable management and pool of knowledge and experience. This is high time to conserve the natural resources and ecosystem, he said while appreciating the concern of Chief Minister about the forests cover of the state of Arunachal Pradesh. Different developmental projects must be promoted but in a sustainable manner for better socio-economic growth, he added.

Additional PCCF Dr. Yogesh from State forest department, in his inaugural speech highlighted on forest types, forest cover, natural resources including floral and faunal biodiversity, forest resolution, land tenure systems, Jhum regulation, etc. He said conservation of forests can be only achieved if we are able to manage the unclassed forest degradation as it covers almost 2/3rd of the total forest area in the state. He also emphasized on the potentiality of state in tourism being the diversity in forest types, wetlands, high altitude lakes, waterfalls, cultural and traditional skill etc in a sustainable way without spoiling the ecological systems. He advocated for active participation of local communities to explore and promote natural wealth of the state.

NERIST Director Prof. Dipankar Pal highlighted the importance of natural resources for socio economic development of the society through employment generation by various forest schemes. He also stated that forestry sector may collaborate with other department in improving the skill of society in promoting natural resources based small scale industries. He opinioned that state has great potential in ecotourism and can play a significant role in improving the socio-economic status of the society. He, however, said that promoting one industry must not compromise with forest wealth. Ecotourism is very important in terms of flora and fauna of the state while we must understand the nature, he said and stressed that department like sericulture/floriculture/horticulture may also be linked with ecotourism.

Dr. K. Shrivastava also spoke on the issues related with the forest, wildlife and ecotourism. Dr. M. Sharma and Dr. O P Tripathi, Programme coordinator informed the resource persons and participants about the organized structure of the programme and type of deliberation in coming three days including field exposure to Ziro valley and the outcome of the programme may be useful in formulating the policies for conservation of forests through people’s participations.

Prof. C. L. Sharma, HoD Forestry also spoke on the occasion.

 

 

Non-submission of ACRs and NOCs of forest guard alleged

ITANAGAR, Aug 21:  The alleged non-submission of ACRs and NOCs of Forest Guards in the state forest department on time by concern Principal Chief Conservator of Forest Wildlife & BD, Chief Conservator of Forests Eastern/Western/Southern/Central Circle has at large affected their promotion thereby impacting seniority as well as financial loses.

As per the details made available, the submission of state’s Forest Guards ACRs and NOCs under various circles were sought by Chief Conservator of Forest (HQ) vide letter no FOR/CC-2/31/09/105-11 dtd 18.02.2014 which was to be submitted latest by 20th March 2014. Due to non-submission of the same, another letter vide no. FOR/CC-2/31/09/412-18 dtd.2nd July 2014 was served which was to be submitted by 25th July 2014. But as per the report till 1st August 2014, only 20 Forest Guards ACRs and NOCs were submitted out of ninety nine (99) forest guards in total. Some of the forest guards have also expressed their resentment over the requirement of NOCs during ACR submission for promotion, which according to them could be submitted during retirement. They claimed that obtaining of NOCs is delaying the entire process for Vigilance Clearance Certificate which hampers conduction of Departmental Promotion process.

ROING, Aug 21: Reminding the Congress party workers of their true responsibilities, Parliamentary Secretary for Horticulture Mutchu Mithi has said leadership is to serve, not to take control of people's lives.

He said this during the Sadbhavna Diwas organized by the Block Congress Committee (BCC) to commemorate the 70th birth anniversary of former Prime Minister Rajiv Gandhi at Congress Bhawan here on Wednesday.

"Being in power does not mean our ability to control or dictate government officials or the heads of the department. It also does not mean we control people's lives by taking control of their livelihood," said the Parliamentary Secretary.

"Our real responsibility is to help the people; to generate awareness on government's services and schemes, and make people empowered in availing those benefits and rights," he said.

Having completed two months of his leadership, the Parliamentary Secretary said people this time have high expectations and wants to see change. "Change does not mean mere change in leadership, it means bringing better solutions," he said.

He therefore appealed the party leaders to come up with suggestions through which larger good can be achieved, and a difference can be made. The Parliamentary Secretary suggested the party to adopt the slogan of 'Each one, reach everyone,' coined by a party worker.

Earlier addressing the party workers, Rajya Sabha MP Mukut Mithi said the primary importance for a party is to maintain its relation and connection with the people. "If we lose this connection, the party will almost cease to exist," he said.

He advised the party cadres to be realistic when making promises to people. Too many promises may result in disappointment in people, said the MP.

 

 

10th District Level Monitoring Committee Meeting held

PASIGHAT, Aug 21: East Siang Deputy Commissioner, Nidhi Srivastava yesterday attended a series of meetings held in the office conference hall yesterday.

While chairing the 10th District Level Monitoring Committee (DLMC) meeting, Srivastava urged the officers, PRI members to attend such meeting to put forward their valuable views, suggestions and problems of their respective department and blocks.

She took stock of the various activities undertaken in the district so as to facilitate smooth execution and monitoring of the projects/schemes.

After threadbare discussion and reviewing the progress reports, the DC emphasized on maintaining transparency while implementing centrally sponsored schemes and projects and further asked the implementing agencies to execute all schemes properly and timely. Underscoring the role of the sub-divisional officers, DC Srivastava reiterated that, ‘Monitoring Committee’ at sub-divisional level has important, positive and constructive roles to play which would go a long way in developing their respective areas.

Earlier the ZPC Kaling Dai said the ZPMs should be informed about such meeting (s) so that that they could prepare their presentations and participate in the meeting for fruitful discussion. The Head of Offices/executing agencies should share information related to all central sponsored schemes to the office of the ZPC so that respective ZPMs could collect information/copies easily from the Panchayat office. Utilization Certificates of all schemes should duly be signed by the respective ZPMs and countersigned by ZPC before forwarding to the government, Dai suggested.  

ADC Nari, Moki Loyi suggested not to release final bills to the contractors unless it is duly certified by the sub-divisional heads.  

ZPM Tajing Taki categorically suggested completion of all the schemes like RGGVY etc in reality as per guidelines.

ZPM Namukh Taloh expressed dissatisfaction over the progress of Sille-Yagrung Road. ZPM Tonggeng Panyang inquired about the fund non-utilization of BADP funds while the ZPM Kenyom Dabi suggested for introduction of e-governance to ensure transparency in the system.

Newly created Namsai district holds coordination meeting on bifurcation process

NAMSAI, Aug 21: A coordination cum interaction session of all the heads of Govt and semi Govt offices of the district under the chairmanship of R K Sharma, Deputy Commissioner of newly created Namsai district was  held  here today.

The DC directed all the head of offices to immediately start the process of correspondence with their parent departments for bifurcation of post and posting of District level officers.

“Administration has already started the process, now it was upto the department head to pursue the matter with their concern Departments’ Secretary so that the developmental works for the infant district could be taken up as per specification.”

The DC also discussed various other important issues. He said revenue collection should be everyone’s concern as it directly contributes to the state exchequer.  Everyone should be alert and check and report any kind of land encroachment in and around their office, residential quarter premises to the Administration without delay, he added. He said that the foremost duty of the HoDs should be to obtain and manage fund for construction of boundary walls in order to protect Govt land.

Appreciating the team spirit of the Namsai administration, he urged them to carry forward the new District with the same synergy. The officers also put forward their problem of administration as their office jurisdiction was bifurcated into two now with Wakro Circle merging with erstwhile Lohit district.

The meeting ended with proposal by the DC for department-wise development meeting in the near future, according to an official release.

 

 

CCLAPF urges Capital DC to issue land documents

ITANAGAR, Aug 21: Continuing its effort to work out a logical solution to the contentious land occupation and allotment imbroglio of the Capital Complex, a team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) headed by its Chairman Takam Dari Sojik today called on the Deputy Commissioner Capital Complex.

The CCLAPF team requested the DC to immediately start issuing the necessary land documents of the Capital dwellers like Mortgage Certificate, LPC, Allotment Certificates, etc saying that the capital dwellers are unnecessarily forced to suffer due to the want of above documents.

“The concerned Land Allotment Board had already accorded due approval to many applicants earlier and the DC Capital was only required to issue the Land Allotment Pass Books to them. However, during the incumbency of Sanjay Goel as DC Capital, issuance of above land documents were put on blanket ban in defiance of even the decisions taken on the meetings of the concerned Land Allotment Board,” the CCLAPF said.

The team also requested the DC to exercise restraint in mass eviction drive in capital complex till the government is able to come out with some logical, acceptable and permanent solution to this vexed issue. The team, however, also informed that all its members have already been instructed to maintain status quo in respect of fresh encroachments. The team also expressed its willingness to cooperate with the district administration in identifying any fresh encroachment cases, if ever asked to do so.

After giving a patient hearing, the CCLAPF said,  the DC Capital informed the visiting team that the necessary procedures for issuing the above said land documents to the citizen have already been initiated for the genuine applicants after observing all the codal formalities.

Fulfil the assurances

LDCs / SKs  Associations of Arunachal Pradesh have been demanding pay hike from Rs.1900 to Rs. 2400/.

Chief Minister of Arunachal Pradesh had taken note of our grievances during a visit to Khonsa in 2013 and had assured to place our demand before the cabinet.

He has been nominated for a second term to the top post but our demands have not been fulfilled.

We also hope that the concerned departments will set up Departmental Promotion Committee. Since 2004 -2005, there has been not a single sitting.

We hope for a positive response from the government.

Help the rain affected villages

Dear Editor,

During the torrential rainfall on Aug 12-13, Amsuk Pinja, Dang-Dang, Rongte Rite and Gong villages of Rongte Rite Anchal Segment of Kurung Kumey District were badly affected.

Many houses were destroyed due to land slide and cultivated land of the villagers washed away because of flood caused by the nearby rivers. Now, the village people are facing lots of problem as they are without food and shelter.

I urge the concern authority and Government of Arunachal Pradesh to take immediate necessary action for the affected people.

Control fares

Dear Editor,

Through your esteemed daily, I would like to express my grievances because of the rising transportation cost.

It is very surprising  to know that even though the diesel price were up by  only about 00.50 paisa recently, the fare of Trekker (Tata sumo) services between Ganga market to District Central jail, Jollang, has seen an increase of Rs 10 compared to last year. Now it is Rs 30 per person, for a distance of five kilometres.

Therefore, I request the Transport Association, Capital Complex district administration and the political representative to please control the raising price of vehicle fare and frame proper rule and regulation for the vehicle owners.

Sometime we don’t have enough money to pay our fare, forcing us to miss our lectures.

The college authority refuses to believe that low attendance is because we are unable to pay the fare.

Lastly, this is a humble request to the concern authority to look into the matter for betterment of student’s community.

Cricket and deluge of failures

When India earned few successes post 2011 World Cup win, all flowers were being showered upon the skipper as if an individual named Duncan Fletcher didn’t exist! But whenever India suffers humiliating loses, the brickbats should definitely be reserved for the coach only and the overhyped much-pampered Mahendra Singh Dhoni needs to backed definitely, as is being shamelessly done by Sunil Gavaskar! ! What a classic example of ‘Head I win, Tail You Lose’ syndrome!

If Sourav Ganguly’s captainship could have been barbarically snatched away in 2005 immediately after his “sin” of leading India to a first-ever Test series win in Zimbabwe(2-0) and scoring a match-winning century at Bulawayo Test; there lies no reason why Mahendra Singh Dhoni will continue to lead India despite presiding over massive Test series losses in England and Australia (2011-12),  South Africa and New Zealand and again repeating a disastrous England tour. When none other than the captain is made to understand that he has been placed above all norms of accountability, a sense of complacency will indeed creep in resulting in a deluge of failures.

Thus apart from removing the lacklustre Dhoni from the highest pedestal of captainship; the philistine culture of regionalism, nepotism, personal likes/dislikes should be immediately discarded from the BCCI set-up if Indian cricket desires to rejuvenate itself.

Who are the project affected people?

Dear Editor,

Through your esteemed daily, I would like to put forward few lines regarding Pemashelpu hydro project.

Through your paper on 13thAuguest 2014, we came to know that the public hearing of 81 MW hydro project was recently conducted at Mechukha and project affected family participated.

But my question is who are the project effected?

Is it the people living downstream of the project or few selected family?

Is the project beneficial for the people of Mechukha in particular and state as a whole or just a select few?

I am not protesting against construction of any dam but I am just sharing my personal view and knowledge about the particular dam site.

The river passes through almost all of the villages of Mechukha including Shey-gang (shegong), Thargalling, Singbir, Yourni, Gyana-nang, Fargey, Mechukha town, Bumjipanga, Chorlung, Tachingpanga. All these villages are downstream of the Pemashelpu hydro project.

Few optimistic are of the opinion that it will generate employment opportunities for unemployed youth and income for many others.

The villagers do feel the impact where there is heavy rain. Will it resist the dam water?  In the Reader’s Forum of 2 August it was written that American society of civil engineering states 50 years as typical lifespan of a dam.

If it’s true than what will happen after company leave this area?  Who will dismantle this dam after it’s outdated?

If any unfortunate incident happens, everybody will be a victim. There is no chance for animal as well as human to survive. Everybody will be washed out.

We should estimate whether it is going to be beneficial for the people on the long run.  What is the meaning of accumulating huge amount if our survival is threatened?

Stop this childish political game

The politics of heckling in the presence of Prime Minister Narendra Modi continued on Thursday with Jharkhand chief minister Hemant Soren becoming the third victim, while Maharashtra CM Prithiviraj Chavan refused to share the dais with Modi. Soren is third CM after Prithviraj Chavan and Bhupinder Singh Hooda of Haryana to be heckled in presence of PM Modi. Already miffed Congress party has up the ante following today’s incident.

War of words between Congress and BJP escalated over the issue as Jharkhand CM, an ally of Congress, alleged that heckling of opponents by BJP supporters at government functions in the presence of the Prime Minister amounted to "rape" of the delicate Centre-state relations. Maharastra CM Prithviraj Chavan today boycotted a public event at Nagpur where he was suppose to share the stage with Modi. Congress party has issued instruction to its chief minister’s to maintain distance from PM unless protocol requires.  The way things are turning out it seems both BJP and Congress is still in election mode. They should understand that parliament election is over and now it’s time to work. If they continue to play silly politics every single day, this country will never witness true development.
